Pipeline Compliance Management Program (PCMP) Support

Client: Chemical Manufacturing Company with Regulated Gas Transmission Pipelines

CHALLENGE:
A chemical manufacturing company that owns less than 10 miles of 49 CFR 192 regulated gas transmission pipeline required operations, maintenance and compliance support to maintain the integrity and regulatory compliance of its pipeline assets. Given that the clients’ normal operations are focused on chemical manufacturing, and their internal teams did not have the necessary experience operating a pipeline, they needed outside assistance with a variety of critical tasks to ensure the safe operation and regulatory compliance of their pipeline assets.

SOLUTION:
Altamira developed a custom Pipeline Compliance Management Program (PCMP) for the clients’ unique operations and pipeline assets and has been managing that program for the client for the past five years. As part of the PCMP, Altamira coordinates and executes all regulatory activities for this client’s regulated assets on a yearly basis. These tasks include requirements with 49 CFR 191, 192, 196 and 199 as well as 16 TАС 8. The services include:

• Completing all regulatory submittals to both state and federal agencies, including annual reports and permits necessary to operate. Altamira also maintains the clients Geodatabase including NPMS submissions.
• Management of all regulatory programs including annual manual reviews, upkeep of regulatory changes, public awareness mail-outs and liaison meetings.
• Conducting all engineering assessments for the client’s pipeline assets, including risk assessments, annual threat assessments, HCA analyses and class location studies.
• Performing several recurring covered tasks using Operator Qualified field techs to maintain the integrity of the pipelines. These tasks include cathodic protection pipe-to-soil measurements, rectifier readings, visual inspections, right-of-way inspections, valve inspections, navigable water crossing inspections and annual gas leakage surveys.

This is a programmatic solution that Altamira provides to our client, and deliverables are submitted to the client or regulatory bodies on a rolling basis according to the regulatory scheduled requirements.

RESULTS:

Altamira has built a partnership with our client to provide excellent regulatory compliance services and build a trusting relationship. This program has spanned over five years, and the client trusts Altamira with operating these assets as their own. During this time the client has had no regulatory penalties, and all submittal deadlines, manual reviews and recurring field activities have been completed on time. In addition to the compliance aspects, Altamira has successfully managed and executed two successful in-line inspections (ILI) as part of the clients Integrity Management Program and conducted Damage Prevention with zero line strikes or incidents.
