Frequently Asked Questions About Spill Prevention and Control Countermeasures
Altamira prepares new SPCC Plans and updates existing plans for oil and gas facilities, terminals, refineries and industrial sites. Their licensed professional engineers conduct site assessments, evaluate secondary containment adequacy, develop inspection and testing procedures, facilitate staff training and certify plans to meet EPA requirements. They also assist with agency inspections and plan amendments following spill events.
Secondary containment must have sufficient capacity to hold the contents of the largest single tank within the containment area, plus additional freeboard for precipitation. Acceptable secondary containment includes berms, dikes, retaining walls and equivalent measures constructed of impervious materials. The SPCC rule provides specific capacity calculations and construction requirements for different containment types.
SPCC Plans must be reviewed every five years and updated whenever there is a change in facility design, construction, operation or maintenance that affects the potential for an oil spill or the spill prevention countermeasures. Plans must also be amended within six months after a spill or near-miss that reveals a deficiency in the plan.
Facilities that store, use or handle oil in any form above regulatory threshold quantities are required to have an SPCC Plan if they could reasonably be expected to discharge oil to navigable waters or adjoining shorelines. Thresholds are 1,320 gallons in aboveground containers or 42,000 gallons total underground. Most oil and gas facilities, refineries, terminals and industrial plants with fuel storage qualify.
A Spill Prevention, Control and Countermeasure (SPCC) Plan is an EPA-required document under 40 CFR Part 112 that outlines how a facility will prevent oil spills from reaching navigable waters or adjoining shorelines. The plan covers facility description, secondary containment measures, inspection and testing schedules, personnel training and spill response procedures. It must be certified by a licensed professional engineer.
