How PSMS Approaches Risk Assessment Methodologies

Federal regulations require operators to conduct pipeline risk assessments for high-consequence areas (HCAs) using methods defined in ASME B31.8S. These methods range in complexity from subject matter expert assessments to probabilistic assessments that use detailed data and statistical models to estimate the likelihood and potential impact of pipeline failure.

PSMS does not require operators to change which methods they use, but rather, what they do with the results. This framework expands the value of ASME B31.8S by turning risk assessment results into organization-wide action. Operators can catch emerging threats earlier, allocate resources more effectively and prevent incidents that compliance-only programs might miss.

Tracking Progress and Driving Continuous Improvement

  • Plan: Set safety goals and determine how to measure progress.
  • Do: Carry out planned safety activities and document results.
  • Check: Measure results against safety goals and identify successes as well as areas that need improvement.
  • Act: Address gaps discovered in the Check phase and document corrective actions.

Each PDCA cycle builds on the lessons learned from previous cycles, moving operators away from a “check the box” mentality toward continuous risk reduction.
