A Phase I ESA identifies potential contamination concerns through records and site reconnaissance without sampling. If a Phase I identifies recognized environmental conditions, a Phase II ESA is recommended. A Phase II involves actual soil and groundwater sampling and laboratory analysis to determine whether contamination is present and, if so, its nature and extent. Phase II findings determine whether remediation is needed.
