SPCC Plans must be reviewed every five years and updated whenever there is a change in facility design, construction, operation or maintenance that affects the potential for an oil spill or the spill prevention countermeasures. Plans must also be amended within six months after a spill or near-miss that reveals a deficiency in the plan.
