A Phase I ESA report includes a description of the site and its surroundings, historical use records from aerial photographs and fire insurance maps, regulatory database search results, review of environmental records, site reconnaissance findings, interviews with knowledgeable parties, identification of recognized environmental conditions (RECs) and recommendations for Phase II investigation if RECs are found.
