Facilities that store, use or handle oil in any form above regulatory threshold quantities are required to have an SPCC Plan if they could reasonably be expected to discharge oil to navigable waters or adjoining shorelines. Thresholds are 1,320 gallons in aboveground containers or 42,000 gallons total underground. Most oil and gas facilities, refineries, terminals and industrial plants with fuel storage qualify.
