Building a PODS 7 Single Source of Truth for Pipeline Compliance and Integrity Management
Client: Independent Oil and Gas Producer With a Large Network of Gas Gathering and Oil Pipelines
Challenge
An independent oil and gas producer in the Delaware Basin had expanded through bolt-on acquisitions, but its pipeline records were fragmented across legacy KMZ files and partial survey deliverables maintained by different internal operators. Without a centralized GIS, the client struggled to verify what existed in the field versus what was documented, and routine tasks such as regulatory reporting and network planning became slow and error prone. The producer required a single source of truth that could support integrity management and reporting obligations under PHMSA Parts 192 and 195.
Solution
Altamira deployed a PODS 7 database as the authoritative backbone for the client’s pipeline system. The team ingested raw as-built materials including runsheets, alignment sheets and centerline shapefiles, then cleaned and normalized attributes, reconciled geometries and converted all information into a PODS-compliant schema for controlled loading. Class Location and Gathering analyses were executed across the gas gathering network, and Liquids HCA analysis was completed for applicable oil pipelines. Results and supporting metadata were written directly into PODS so that analysis outputs live with the assets they describe.
To enable immediate regulatory readiness, Altamira generated a master spreadsheet using data straight from PODS that surfaces key attributes for each pipeline, including geometry, commodity, class results, HCA status, pipe specs and other fields required for NPMS submissions and Texas RRC T-4 permits. Quality control included topology checks, attribute domain validation and consistency reviews across construction records to reduce duplicate features and naming conflicts. Altamira implemented pragmatic data governance within PODS, including naming standards, attribute domains, role-based access and an auditable change log, so edits are traceable and the dataset is dependable for operations, engineering, compliance and approved vendors.
Results
More than 800 pipelines were prepped, cleaned and loaded into PODS, giving the client an integrated, queryable inventory of its network. The Altamira team completed Class and Gathering analysis on 200 gas gathering pipelines and performed Liquids HCA analysis on 5 oil pipelines, with outputs stored alongside asset attributes to support ongoing integrity and reporting tasks. The unified dataset removed duplicates and ID conflicts, reduced manual reconciliation for regulatory filings and ensured field data matches the official records. The master spreadsheet streamlined NPMS and Texas RRC T-4 reporting and provided a clear handoff to operations and compliance teams. By establishing a PODS 7 single source of truth and embedding required analyses within the data model, Altamira delivered a scalable foundation for compliance, integrity management and future expansion across the Delaware Basin portfolio.
