Tank Release Consequence Modeling and HCA Screening

Client: Major Midstream and Liquids Storage Operator

Challenge

A major midstream and liquids storage operator needed a more defensible method for evaluating the potential impacts of a catastrophic storage tank release and determining whether a spill could extend beyond secondary containment and affect nearby High Consequence Areas (HCAs). Traditional screening methods, such as fixed-radius buffers, could not adequately account for site-specific factors including topography, drainage pathways, product characteristics or the dynamic behavior of a release as it migrated across the landscape.

The operator also needed to understand both the maximum extent of potential spill coverage during the event and the residual area affected after the release stabilized, as each scenario has different implications for emergency response planning, risk assessment and regulatory decision-making.

Solution

Altamira used IntegrityMap HCA™ Tank, the tank consequence modeling component of its proprietary IntegrityMap HCA platform, to evaluate a representative medium crude oil release scenario. The analysis modeled approximately 246,758 barrels of medium crude, equal to 80 percent of the selected tank capacity, released over one minute and tracked spill behavior over an eight-hour period.

Tank, terrain and containment inputs were used to represent facility conditions. To evaluate a conservative containment-failure scenario, secondary containment was removed while maintaining surrounding topography. IntegrityMap HCA modeled the release from the full tank footprint, allowing product to flow naturally across the landscape, follow drainage pathways, accumulate in low-lying areas and migrate beyond the facility. Product-specific properties, including mobility, viscosity, evaporation and infiltration assumptions, were incorporated to realistically represent spill behavior and maintain volume accounting throughout the simulation.

Altamira developed static spill-progression maps showing conditions at 1 minute, 15 minutes, 1 hour, 4 hours and 8 hours. A time-lapse visualization illustrated spill movement at key intervals throughout the event. The analysis also preserved the maximum historical spill footprint, ensuring areas temporarily contacted by product were captured even if product later receded.

The resulting spill footprint was screened against nearby High Population Areas (HPA), Other Population Areas (OPA), Commercially Navigable Waterways (CNW) and Unusually Sensitive Areas (USA), including Ecological USA (EcoUSA) and Drinking Water USA (DwUSA). Deliverables included an IntegrityMap HCA tank analysis report, spill-progression maps, HCA determinations, mass-balance results and a time-lapse visualization to support risk assessment, emergency response planning and regulatory evaluations.

Results

The modeled release generated a maximum historical spill footprint of 71.27 acres. Based on the defined release, product and terrain assumptions, the spill extended beyond the facility and reached both a HPA and an OPA. The modeled footprint did not intersect evaluated EcoUSA, DwUSA or CNW datasets.

At the conclusion of the eight-hour simulation, approximately 194,119 barrels remained on the modeled surface. The analysis attributed 47,074 barrels to evaporation and 5,565 barrels to infiltration, providing complete volume accounting throughout the event. By preserving the maximum historical footprint, the study captured areas of temporary product contact, ensuring potential HCA interactions were not overlooked.

The analysis provided the operator with a repeatable, data-driven methodology for evaluating storage tank release consequences. Deliverables, including spill progression maps, mass-balance calculations, HCA screening results and a time-lapse visualization, provided a clear understanding of modeled spill behavior and supported informed decisions related to risk management, emergency response planning and future facility evaluations.
