Toxic Release Inventory (TRI) Reporting

In 1986, Congress passed the Emergency Planning and Community Right-to-Know Act (EPCRA) to support and promote emergency planning and to provide the public with information about releases of toxic chemicals in their community. Section 313 of EPCRA established the Toxics Release Inventory (TRI). Now, each year, TRI data is submitted by certain industrial facilities and made available to the public.

TRI tracks the management of certain toxic chemicals that may pose a threat to human health and the environment. U.S. facilities in different industry sectors must report annually how much of each chemical is released to the environment and/or managed through recycling, energy recovery, or treatment. Facilities with 10 or more full-time employees, who’s primary NAICS code is included on the TRI list, and which exceed the thresholds for TRI-regulated chemicals are subject to reporting.

In November 2021, EPA added natural gas processing facilities to the scope of the industrial sectors covered by the TRI. The addition of natural gas processing facilities expands coverage to include facilities that receive and refine natural gas. EPA estimates that at least 321 natural gas processing facilities in the United States meet the TRI reporting criteria1

There are currently 770 individually listed chemicals and 33 chemical categories covered by the TRI Program. A list of regulated chemicals can be found on the EPA’s website here (https://www.epa.gov/toxics-release-inventory-tri-program/tri-listed-chemicals). 

Facilities that manufacture, process, or otherwise use regulated chemicals in amounts above established levels must submit annual reporting forms for each chemical through EPA’s CDX TRIMEweb online application (https://cdx.epa.gov/). TRI reporting is due by July 1 every year. By October, the EPA provides access to the complete dataset submitted for the year. In January of the following year, EPA publishes the TRI National Analysis, an in-depth look at the previous calendar year’s TRI data.
