Challenge

A commercial real estate developer acquired approximately 75 acres located on East Beach, in Galveston, Texas. Altamira was engaged to provide environmental and regulatory guidance for the property. The objective of this effort was to identify and evaluate critical path considerations associated with development, including land use constraints, environmental conditions, utilities, zoning requirements, wetlands impacts and permitting obligations across Federal, State and local agencies — including the Texas Commission on Environmental Quality (TCEQ), the City of Galveston and the Texas General Land Office (GLO). The assessment also addressed applicable regulatory restrictions, consent requirements and compliance considerations that could affect project feasibility and schedule. The proposed development concept included a resort hotel, a residential condominium structure and associated amenities.

Solution

Altamira provided comprehensive environmental and permitting support throughout the project, including strategic guidance on existing permits and approaches to maintain momentum while ensuring ongoing regulatory compliance. This support spanned the full four-year project lifecycle, with our team adapting proactively to evolving design conditions and regulatory requirements.

In addition, Altamira delivered field services in support of the project’s Avian Protection Plan, including the deployment of a qualified biological monitor to ensure compliance with U.S. Army Corps of Engineers (USACE) requirements and to avoid impacts to protected bird species.

Working in coordination with Galveston Coastal Resources, Altamira also supported the design and permitting of a dune and wetland crossover structure, enabling safe site access while minimizing environmental disturbance. Our team also secured key regulatory approvals — including the dune mitigation plan and associated crossover permits — helping to ensure the project advanced in full compliance with applicable federal, state and local regulations.

Results

Over the course of the project, Altamira provided comprehensive environmental compliance support to position the client for continued progress while maintaining regulatory adherence. The team worked closely with the client and key agencies — including TCEQ, USACE, GLO, U.S. Fish and Wildlife Service (USFWS) and Galveston Coastal Resources — to ensure all applicable requirements were met as the project advanced.

As a result of this coordinated effort, Altamira successfully secured critical approvals, including the Dune Mitigation Permit and Crossover Construction authorization from Galveston Coastal Resource Management, enabling the project to proceed in compliance with all relevant regulations.
