Oil and Gas Comprehensive Environmental Air Audit

Altamira developed and executed a comprehensive plan to complete an environmental audit for the client’s 35 facilities. The audit scope included the following key components:

• On-site Facility Assessments: Site visits were conducted at each facility to develop a complete inventory of all equipment. Detailed information was collected for each emission unit, including photographs, capacities, heat ratings, horsepower, manufacturer dates and serial numbers. At the client’s request, all pneumatic devices were also documented, including associated bleed rates.
• Permitting History Review: A thorough review of the permitting history for each facility was performed. This effort included reconciling permitted equipment with equipment observed during site visits. Additionally, permitted throughput limits were compared against actual facility throughputs to confirm compliance with permit requirements.
• Compliance Reporting Evaluation: Altamira conducted an extensive review of each facility’s compliance reporting history. This included verifying that required submissions — such as engine stack testing reports and operating permit applications — were completed accurately and submitted on time.
• Regulatory Applicability Analysis: Applicability determinations were performed in accordance with state and federal air quality rules and regulations. Equipment such as storage tanks, compressors, pneumatic devices and fugitive emission sources were evaluated for applicably under New Source Performance Standards (NSPS), including subparts OOOOa and OOOOb (Standards of Performance for Crude Oil and Natural Gas Facilities).

Following completion of the audit, Altamira prepared a comprehensive audit findings summary for the client to submit to the state as a one-time deliverable.
